At the request of OBJ, Chartered Quantity Surveyors, 5-7 Westland Square, Pearse Street, Dublin 2, testing was undertaken in advance of a planning application for the proposed redevelopment of a former Mercantile Marine building at Nos 26 and 27 Eden Quay, Dublin 1 as part of the planned expansion of the VHI Healthcare Office Headquarters at Abbey Street Lower.

The mercantile building at 26-27 Eden Quay comprises a mid-terraced building and is a singular protected structure; Ref. 2492, Record of Protected Structures, Volume 4 of the Dublin City Development Plan 2016-2022.

Scot’s Church, positioned to the north of Old Abbey Street opposing the rear of the site, is also a protected structure. Permitted development for the VHI was recently completed on this site.

The project managers are O’Byrne Jenkins, architectural advisers are McCauley Daye O’Connell, Architects Limited, and the conservation architects are Molloy Associates.

There was a presence of 18th/19th-century basements in some of the test trenches and what appeared to be riverine substrate material was present in TP3.
