This assessment was carried out in August 2004 in response to a request for additional information in relation to an application for the removal of 18th-century outbuildings at the site of Kells Town Hall. Kells Town Hall is located on the north side of Headfort Place within the zone of archaeological potential for Kells town. The building was designed by the architect William Cladbeck between 1852 and 1855 and was built for the National Bank.
Five test-trenches were excavated across the proposed development site. Three cut features and the foundations of an 18th-century wall were identified in the southernmost end of the proposed development area. The foundations of the original property wall were exposed in the north-east corner of the site.
