Monitoring was carried out on groundworks for a proposed development comprising two plots of land on Penrose Lane, Waterford. The first plot was located on the corner of Anne Street and Penrose Lane, with the second on the west side of Penrose Lane. In 2002 a building was identified beneath the modern surface fronting Anne Street. This had an adjacent slabbed yard and served an industrial function, as suggested by the presence of a large chimney base. This dated to the later part of the 19th century and was the earliest discovery on the site. Further monitoring in 2003 failed to identify any archaeology.
