The site of the proposed development is located outside Kells, Co. Meath, and within the archaeological landscape surrounding the Teltown complex. The proposed development is to consist of a 500m access track and the erection of a GSM mast and related compound. An assessment of the proposed development, including testing, was carried out at the end of April 2003. The site is not near any known monuments, but, given the nature of the surrounding archaeological landscape, the potential of encountering subsurface remains is high.
Upon arrival on-site, it was discovered that the access track had been previously stripped and mostly gravelled. Upon closer inspection, it was revealed that very little was actually excavated, with the sod (0.05–0.1m) having been removed. Six trenches were excavated by machine along the line of the access and across the foundations of the mast and associated compound. No evidence of archaeological activity was revealed.
