Topsoil-monitoring was undertaken in advance of the erection of a telecommunications mast in the townland of Inishargy, north-east of Kircubbin. The proposed site consisted of the mast and equipment cabin, set in a 15m by 15m compound surrounded by a 1.8m-high fence. Two known sites of archaeological importance are located near the development site: SMR 18:1, a medieval church and graveyard, and SMR 18:20, a modernised 17th-century house. A number of other sites are recorded within a 1–2km radius of the site.
Topsoil-stripping was carried out using a machine with a toothless bucket. The topsoil overlay a relatively loose clay loam, which in turn lay on undisturbed glacial till. No evidence of archaeological deposits was recorded.
