The second phase of archaeological monitoring took place in October 1998 on a development site at the 18th- and 19th-century Hughes Mill, on a natural rock outcrop island within the River Suir, immediately south of the medieval town of Clonmel. The development involved the demolition of the existing mill and the construction of nine townhouses and three apartment blocks.

Monitoring was concentrated on the installation and enabling works associated with the pile-driven foundations for the development. No archaeological soils or features were encountered.
