A second phase of archaeological testing was carried out at the proposed development site on 8 and 9 April 1998 under an extension to the existing licence. Phase I of the testing, carried out by Dominic Delaney in 1996 (Excavations 1996, 21), revealed 2m of medieval and post-medieval fill under modern fill. Phase II of the archaeological testing followed the demolition of extant buildings.

Five trenches were opened in the north-west and southern half of the site. The stratigraphy was generally consistent throughout the site. A sticky, brown clay underlay late building rubble at marginally different depths and contained varying amounts of butchered animal bone, shell and charcoal fragment. Two sherds of medieval pottery were retrieved from this deposit. This was the extent of archaeological material retrieved from the assessment.

The site lies directly to the east of St Michan's Church (SMR 6:20-84). Church Street was formerly known as Oxmantown Street and was included within the medieval suburb of Oxmantown.
